I definitely think that jail cells in prisons should be reserved for dangerous convicts such as murders and rapists. There are about 500,000 inmates serving time in jail just for drug related charges or DUI's alone. Programs should be developed by lawmakers that rehabilitate non-violent offenders and give them the chance to learn how to live in normal society correctly. Doing this will by itself decrease the amount of prisoners and help keep repeat offenders out of jail for good. Fewer criminals will recommit crimes once they are free on the streets, thus making the population decrease over time.
