Is there a solution to the overcrowding problem?


      • The overcrowding of prisons and a dysfunctional parole system have become a serious problem in America. Criminals who are released early from prison, in order to make room for other offenders are often poorly supervised and free to commit new crimes as soon as they are back on the streets. In order to solve this problem lawmakers should consider developing a new and innovative program that criminals are to be placed into, based on the severity of their crimes. In other words, if an inmate is serving for a minor crime and is not typically considered "dangerous"  then they could be placed into a rehabilitation program. This program will teach criminals how to function in normal society and learn how to break their criminal minds.
      • An example of a program was planned out by the American Legislative Exchange Council. They proposed a new and innovative program named, "Conditional Post -Conviction Release Bonding." Their concept allowed for the early release of legislatively defined participants from prison who include primarily non-violent and juvenile inmates but require that they post a bond. If they did not meet all the requirements of the program like keeping gainful employment and staying off drugs, their bonds would then be revoked.
